CDMA/HDR (High Data Rate) is a high-speed wireless data service that is optimized for best-effort data services (for a description of HDR see [1]). As with all best-effort services, as the number of users increases, the quality of service experienced by each user decreases. In order to provide an acceptable level of service to users, the system must be engineered for a limited number of connected users and ensure (by admission controls) that this number is rarely exceeded. In this paper we provide a capacity model that can be used to determine user perceived delays and throughput as a function of the total number of users. This can then be used to determine the maximum number of simultaneous users that the system can support for specified limits on user delay and throughput.
