The notion of LOCAL versus GLOBAL scope for names used inside defined functions has always been a source of problems in teaching and using APL, largely because it is an incomplete concept. An expanded concept is discussed in this paper, along with a proposal for implementation, which exhaustively specifies all possible scopes.
