Attempting to launch applications over an under-provisioned best-effort network often leads to wasteful, unsuccessful traffic being forced on to the network and user time being lost as a consequence of aborted connections. Such traffic will only contribute to the network load. A network monitoring agent which not only measures the network loading, but also provides an indication to an end user about how a specific application is likely to perform, enables application-start decisions to be made before the application is actually run.
