Themain objective of this paper is to revisit the operations andplanning of an electric power system, and, more specifically,of its transmission system. The intent is to formulate the underlyingproblems as decision-making problems with specific performanceobjectives. Once this is done, it becomes possible to identifyopen research questions on this subject, including their dependenceon the overall industry structure.
