The French Army, Andersen Consulting, and IBSI designed and developed personnel-management systems for French Army personnel, to satisfy mid- and long-range objectives. These systems determine career-evolution policies (promotions, recruitment, departures, and job changes), taking into account personnel resources and several constraints (such as minimal promotion flows and maximal recruiting volumes). In this article, the authors describe one of the implemented systems, the Prospective Volume Policy system. The PVP system has been operational since the end of 1992 on Unix workstations. This system routinely solves extremely large constraint-satisfaction problems involving more than 10,000 variables, each with more than 600 values in its domain, and more than 12,000 constraints. The French Army, Andersen Consulting, and IBSI implemented the constraint-solving part with ILOG Solver, a constraint-based programming tool.
