This paper looks at information systems development as a process of gathering and unifying user requirements that usually carry only partial and conditional descriptions of the system. It has been suggested to use context dependent requirements specifications to formalize the requirements and conditional conceptual graphs to create a global system model. A procedure for context dependent requirements unification has been described and an example given.
