In this paper, we present a new improved scheme to establish lightpaths in a physical topology for the formation of a static WDM optical connection graph. One of the major design issues in these networks is the assignment of the limited number of wavelengths among network stations so that greater capacity can be achieved. Many researchers have tackled the problem of routing and wavelength assignment (RWA) with a number of efficient heuristic algorithms. Our paper proposes a scheme to generate connection requests to connect physical nodes optically in an efficient way to form an improved virtual topology. To better the wavelength utilization we also propose a wavelength assignment algorithm which uses the best alternate physical path while establishing lightpaths. We have simulated about six thousand random graphs of various sizes and densities to show that our algorithm gives a better virtual topology compared to the existing ones.
