This paper addresses some design issues for building a web-based bulletin system for traditional paper-based official document. In an organization, when an official document is to be distributed, it is usually copied and delivered to the corresponding recipients. However, some of the delivery is unnecessary, it not only wastes paper and manpower, but also causes environment protection and document management problems. In order to accommodate these issues, we have developed a web-based official-document bulletin system - Ann. Ann is a highly automated system, it processes the document quickly as well as produces both web pages and hyperlinks automatically. The system can help release our workload for manipulating printed official documents, while users can browse and make hard copies if needed. Since HTML language can properly divide neither pages nor controls the document size, we provide solutions in our system. Ann is currently deployed in National Taiwan University.
