Cooperations among independent partners need an effective support. This support should be based on IT-technologies. Special support can be given by services. To define services there is a need for a language. This language has to be understood by different kinds of users. The different kinds of users are the end-user, the IT-specialist and the developer. The requirements and basic concepts for such a language will be illustrated in this paper.
