The purpose of the present paper is to convey the importance of high quality information retrieval for maximizing progress in R&D, and to present generic protocols for constructing high quality literature queries. The paper begins with an example of the information retrieval limitations characteristic of present R&D practices, describes requirements for conducting high quality information retrieval, and presents a proposal for expanding dissemination and widening access to high quality information retrieval methods. Retrieval of medical R&D information was selected as an illustrative example.
