Management of changes and uncertainties belong to the most important issues in today's production. In the approach proposed in the paper, not only these problems, but also the environmental impacts of processes are considered during a resource allocation process relying on market principles. A hierarchical rule structure called Priority Rules System is introduced for agent-based production control incorporating waste management holons. A decision support tool for selecting appropriate values of the utility factors in the rules is also presented, together with the related sensitivity analysis.
