Abstract

Short-term productivity increases will come from the successful application of the Chief Programmer Team concepts. The long-term productivity increases will come from extensions of the Chief Programmer Team concept and a joining of these team concepts with advanced software techniques. This paper develops a strategy for improving programmer productivity in terms of a set of management goals: - Increasing the percentage of successful programming projects - Decreasing the labor-intensity of programming - Changing incentives and developing a supportive organizational structure - Developing Quantitative productivity measurement methods
