Abstract

The authors describe an addition to the conversationregarding enhanced democracy through technologically-assistedmeans (e-Democracy) focusing on enhancing andexpanding the typically unidirectional flow of statutes andprocedural documentation from government toindividuals. A new knowledge creation application isdescribed that significantly improves the utility ofavailable public records and enhances the ability ofcitizens to use them to ensure better and more consistentgovernmental outcomes. The application, called Minutes-n-Motion, uses neural net search algorithms to createmultidimensional knowledge cubes inserted into a user-friendlyinterface to allow user-defined structuring ofpublic information. The application improves access topublic records and allows users to evaluate public actionsin details from multiple perspectives with relative ease,thereby improving public official accountability and boththe fairness and the consistency of the public process.
