Policy-Based Networking (PBN) is a noveltechnology that facilitates the management andoperation of networks. The paper reports on theapplication of Policy-Based mechanisms for QoS controlin the IP Multimedia Subsystem (IMS) of the 3rdgeneration UMTS networks. The IMS was introduced inUMTS to provide high quality IP-based MultimediaServices in Mobile Networks. After an introduction intoPBN technology and a generic network architecture tosupport end-to-end QoS control, the Policy DecisionFunction as specified in UMTS is shown. The limitationsof the current state of the standardization are explainedand extensions to provide Policy-Based end-to-end QoScontrol in single and multi-operator environments areproposed.
