A federation community is a group of federations workingtogether to achieve a common goal. With a federationcommunity, a large-scale simulation can be built using existingsimulation federations. The federation communitynetwork can also be constructed so that certain informationwill be shared only within a group of federates in thecommunity. To build a federation community, interoperabilityamongst federations and RTIs needs to be supported.Various RTI services also need to be implemented acrossthe federation community. This paper addresses the problemsin implementing federation services over the federationcommunity network. Solutions on eliminating circularmessages in the federation community network and achievingconsensus amongst all the user federations in the communityare described in the paper. Details of federation synchronizationand federation save protocols are also given.
