Information management is critical in business and engineering applications. Many empirical studies indicates both technical and nontechnical problems with information systems which are briefly reviewed in this paper, together with possible causes and solutions. The formalization of the IS development process is described in more details. Some metamodels are presented next and explained on a case of the JSD methodology. A NEW metamodel which is a combination of existing ones is proposed at the end.
