Character recognition can be classified into on-line and off-line schemes. Although each scheme uses geometric features of characters for recognition, it is difficult to merge the two since they use different data inputs. The on-line character recognition schemes use strokes as input. The off-line recognition schemes use an image of handwritten characters. In this paper, we propose a new method to recognize on-line as well as off-line Korean characters in a single system. As this system converts a character image into an array of strokes, any on-line recognition algorithm is able to recognize both on-line and off-line data.
