Abstract

The Key Escrow System (KES) bridges the gap between users' privacy and social needs for protection against criminal behavior. However, there are some disadvantages and controversies regarding the system. In this paper, we propose a new key escrow system, which not only meets the requirements of the KES but also provides a key recovery feature for users. The system can be implemented easily in software or hardware with familiar and tested public cryptographic functions that should significantly reduce controversy.
