Information systems (IS) development approaches areconsidered with particular reference to informationrequirements analysis. The majority can be classified asadopting a unitary, objective perspective. This fails tofully recognise the interpretative, inter-subjective natureof information and the importance of informal as well asformal data processing systems. This paper aims tocontribute to the discussion on tools and methods forsystems development by providing a contrastingperspective on information requirements analysis as aprocess which is socially mediated. A framework isdeveloped which places information requirements in thecontext strategic IS development. This features socialcommunication networks centrally in this process andraises implications for practice in IS development.
