This paper describes a general framework for developingan organization's Internet security policy. A model ofInternet security risks for an Internet user organization isproposed; the framework utilizes this model, as well asconsidering important holistic issues, in order to developthe user organization's Internet security policy. Ahierarchy of subpolicies for the Internet security policy isalso suggested. This paper presents the results of onephase of a wider investigation into Internet securitypolicy.
