Abstract

A formal, computational model is proposed fornavigating among the bureaucratic requirements relatingto social services and electronic commerce. This modelis based on a notion of intelligent agents, calledmessengers, that visit 'regimes' -- formalized electronicfront offices -- of these agencies, and assemble thevarious requirements into a customized procedure for theclient. On the client's approval, the procedure may thenbe executed by the messenger, delivering and collectingthe appropriate electronic documents and payments. Thescheme relies on a common representation for regimes.One such representation, called Candid, is presentedhere. Various implementation aspects are also discussed.
