To facilitate electronic commerce in international trade,paper-based documents in trade procedures have to bereplaced by electronic messages. This can be viewed as abusiness process redesign problem. In this paper wepresent a formal framework for representing so-calledDeontic Deep Structure Models (DDSM) for businessprocedures. These models can be used to support theelectronification of such procedures. The framework isbased on a combination of deontic logic and action logic.To illustrate its usefulness we show how the formalframework can be applied to analyze some internationaltrade procedures in which obligations are transferred fromone agent to another agent
