Abstract

With the rapid growth of the Internet, online votingappears to be a reasonable alternative to conventionalelections and other opinion expressing processes. Currentresearch focuses on designing and building "voting protocols"that can support the voting process, while implementingthe security mechanisms required for preventingfraud and protecting voter's privacy. However, not muchattention has been paid to the administrative part of anelectronic voting system that supports the actors of thesystem. Possible "security gaps" in the administrativeworkflow may result in deteriorating the overall securitylevel of the system, even if the voting protocol implementedby the system succeeds to fully comply with the securityrequirements set for voting. To this direction, this paperdescribes the responsibilities and privileges of the actorsinvolved in the electronic voting process. The descriptionof the role of each actor, together with the clearindication of what each actor is expected - and thus allowed- to do with the system, formulate an operationalframework that complements the technological securityfeatures of the system and allows us to talk about "secureelectronic voting systems".
