Nowadays, managers need to collaborate and interactwith third parties in order to make critical technical andbusiness decisions and improve organisational processes.Tendering is a complex decision process that involvesextensive integration and collaboration between threeparties: clients, consultants and contractors. Tenderingprocesses can be analysed and documented in aconsistent and uniform manner using process modellingtechniques. A tool, called Process Modelling for OnlineCommunication System (PMOCS), combines anexecutable communication process model with a Web-baseddecision support system to encourage activeparticipation, support interaction and facilitatecommunication in tendering processes. The ability of allparties to collaborate and participate in the decisionprocess will not only add transparency and improve thequality of the decisions taken, but it will also, over time,contribute to better and stronger relationships betweenthem. The successful application of PMOCS technologyshould present a new approach to improving theefficiency and effectiveness of managing tenderingprocesses.
