We propose an efficient and flexible system for asecure and authentic data exchange in a multi-institutionalenvironment, where the institutionsmaintain different databases and provide secure andlimited access services to employees of other institutions.The main motivation for building such asystem was to organize efficient cooperative use ofstate registers, in order to increase the efficiencyand quality of public services in Estonia. In orderto meet high security requirements, several contemporarymeasures are integrated (using digital signatures,distributing certificate information by meansof DNS protocol and linking log files with crypto-graphicchecksums). We give rationale for the designdecisions made in the implementation process andconclude with the current state of public use of theresulting infrastructure.
