Abstract

Process reengineering has emerged as a key approach to the improvement of productivity and quality in many areas, including software development. In this paper we present a comprehensive set of metrics designed to provide objectivity and rigor to the analysis and design activities that are part of process reengineering. The metrics are based on the linkage among the tasks in the organization, and measure linkage validity, connectivity, and reachability in support of the task analysis phase, and cohesion and coupling in support of the process design phase. We conclude with our experience in the use of these metrics in a software development organization.
