Outsourcing has become common practice in the softwareindustry. Organizations routinely subcontract themaintenance of their software assets to specialized companies.A great challenge for these companies, is to rapidlyevaluate the quality of the systems they will have to maintainso as to accurately estimate the amount of work theywill require.To answer these concerns, we developed a framework ofmetrics to evaluate the complexity of a legacy software systemand help an outsourcing maintainer define its contracts.This framework was defined using a well known approachin Software Quality, called "Goal-Question-Metric".In this article we will present the Goal-Question-Metricapproach, its results, and the initial experimentation of themetrics on five real life systems in Cobol.
