We present a policy-based approach to managingcongestions in Short Message Service (SMS) systems.Congestion situations typically occur on SMSGateways (SMSGs), which route SMS messagesbetween different networks and domains. In ourarchitecture, an SMS operator can dynamically definethe maximum acceptable loss of messages of a non-guaranteedSMS service class, thereby controlling thetrade-off between minimal message loss and maximumthroughput in an SMS system. We present thefunctional architecture of a manageable SMSG anddiscuss the realization of the Policy Decision Point(PDP), which applies the congestion policy on theSMSG. An implementation of our architecture on acommercial SMSG, the EMG, is underway.
