Vertical handoff is the switching process betweenheterogeneous wireless networks. Discovering the reachablewireless networks is the first step for vertical handoff. Afterdiscovering the reachable candidate networks, the mobileterminal decides whether to perform handoff or not. Wepresent an adaptive scheme for vertical handoff in wirelessoverlay networks. Our system discovery method effectivelydiscovers the candidate networks for the mobile terminal.Moreover, we propose two adaptive evaluation methods forthe mobile terminal to determine the handoff time that relieson the candidates' resources and the running applications.The simulation results show that the proposed systemdiscovery method can balance the power consumption andthe system discovery time. Furthermore, the proposedhandoff decision method can decide the appropriate time to perform handoff.
