Abstract

In this paper we will attempt to outline some of the political and economic issues which must be addressed before meaningful network interconnections can come about. The issues we discuss are: Bilateral versus Multilateral Agreements, Standards, The Viewpoint of the Common Carriers, Network Accounting, Tariffs and Excises, Privacy and Security. Our main purpose is to present the problems and issues but not to offer any solutions.
