The design of an agent approach to support real time management of resources for heterogeneous military networks is described, including a mechanism for constructing a global rating class to sort each connection by importance based on priority class and context. A utility function based on costs as specified in reward points in a service level agreement has been defined and used with the ratings class to select connections for degrades and upgrades. An algorithm to perform degrades and upgrades of live connections has been implemented and some results are reported. To demonstrate the outcomes a set of GUIs to display various parameters like the bandwidth usage ratio, call blocking ratio, call dropping ratio, QoS degrade and upgrade ratios and forced disconnection ratio have been developed for the agent.
