In order to satisfy the need of people's communicating in terms of relationship and interest, a new network service, Relational Soft Network (RSN), is proposed. The structure, communication protocol and formalization of RSN are described in this paper. We make an experiment about communication with group communication method and RSN method respectively. The result of experiment shows that RSN decreases the network load, saves the bandwidth and increases the efficiency.
