The new mobile access solutions are more valuable especially due to multimedia applications available anytime and anywhere. A problem is that the user needs to manage not only his own data but also the terminal limited memory and the available networks in conditions of a high terminal and network diversity, offering different quality for different prices. In this paper, we propose a platform that helps the user to optimize data management by data balancing between a mobile client and a fixed server. The goals are: increase the data availability, reduce the transport costs and duration and avoid filling the entire terminal memory. The decisions are made by a neural-fuzzy expert system.
