Abstract

This paper discusses the development of a health manpower planning model for the primary health care system of Indiana. The model developed was a GASP IV based simulation model. In the course of this research, several other issues were found to be as important as model building. These included data acquisition, analysis, and management, definition of system performance measures and the development of a team effort including physicians and systems analysts. Moreover, strengths and weaknesses of using a simulation approach in the analysis of the health manpower system became apparent as the research progressed.
