Abstract

The phenomenal increase in the use of pagers, car phones, cordless telephones, and other personal communications devices testifies to the fact that communications is an essential element of life in the 1990's. Even with these devices many people are still effectively out of reach, however, because at any given time callers do not know which of the many numbers associated with an individual to try.
