In an enterprise, decision makers always make decisions under the environment of uncertainty, vagueness, fuzziness and incomplete information. Evaluation activities such as rating and surveying play an important role for the enterprise decision making. In order to enhance the evaluation result accuracy and evaluation process efficiency, this paper presents a Distributed Fuzzy Qualitative Evaluation System (DFQES) to be applied in complex distributed evaluation scenarios. DFQES applies our developed fuzzy algorithms which are translated into objects distributed to remote agents to solve the similar problems using the agent technology on the basis of Web Services-based Service Oriented Architecture (WS-SOA). In addition, we also present the approach modeling the fuzzy system as an intelligent agent for further development. DFQES can be a generic framework for designing and implementing the enterprise qualitative evaluation applications such as customer satisfaction evaluations, employee satisfaction surveys, vendor surveys, and risk assessments.
