In this paper, a new approach based on Simulated Annealing is used to solve the mobile location management problem that employs the location area scheme is proposed. Furthermore, the approach integrates the location areas scheme into the Simulated Annealing algorithm to find optimal configurations. The proposed approach is used to find the best configurations for a range of test-networks. The results provide new insight into the mobility management problem.
