This paper addresses reuse, which is one of the most important goals in software development. More specifically, the topic of high level reuse is in more interest. Frameworks are considered the highest level of reuse, because not only could they program codes, but also the design is capable of being reused. Although frameworks consist of the highest level of reuse, the development and application of frameworks are extremely difficult and costly. The work put into the development and application of frameworks was a result of the cooperation between Corporate Research and Development of Siemens AG, Munich, Germany and the Technical University of Ilmenau, Germany.
