Hybrid layered video encoding and caching for resource constrained environments

In this paper, a new video coding algorithm suitable for the very low bit rate video application is presented. It takes advantage of the prior knowledge of the image type to segment the image into different regions, then codes each region with different coding criterion and method according to the different importance. An adaptive region-classified vector quantization strategy is also exploited in this algorithm. With the segmentation of the frame and high correlation between frames, better codebooks of vector quantisation are constructed to improve the quality. According to the simulation results, acceptable quality at about 10 kbit/s can be obtained for the typical test sequences.
