The paper describes a problem, oriented representation for information flow systems ("information systems"), and an (existing) implementation which interprets the problem descriptions, and which thereby permits demonstration, testing, and modification of new application systems in a prototype stage. The work described here is part of a larger project, whose other parts provide tools for transforming the prototype into a production system.
