Abstract

"Why can't we share?" This was a question posed by a coalition of U.S. justice agency members who organized meetings in 2004 to discuss issues related to inter-governmental coordination and communication (p. 1) [1]. This question is the basis of this exploratory phase of a study on intergovernmental agency collaboration designed to increase information sharing through the implementation of a communication technology platform. Grounded in the perceptions of government leaders whose departments are pursuing federally sponsored initiatives to improve and dramatically transform inter-agency information sharing, this study explores the bases upon which these leaders make decisions about the implementation of the program. Specifically, this study expands on a stakeholder framework first introduced by Lewis in 2007 [2] that models organizational change. I propose to broaden this model's scope and refinement of its propositions in light of information sharing change and the government context during the early planning phase.
