Abstract

Governmental processes are often data-intensive and consume many resources. The basic idea of cloud infrastructures is that by sharing their resources, computing power and storage can be consumed real-time in a more efficient manner by a number of users. Government requirements for clouds include performance, response time, reliability, privacy, authentication, authorization and security. Meeting these requirements demand for a clear control and management structure. We therefore argue that the use of clouds require appropriate organizational arrangements which can be achieved by introducing a Shared Services Organization. As such, the organizational arrangements necessary to introduce and manage cloud infrastructures can be compared to the introduction of a shared services concept. This analogy can be used to better determine and forecast the impact of clouds.
