Computer-aided system for a ranking of new terrorist threats librettos is introduced here for assessment of hard to predict quite new terrorist threats. This well-knited system and its technology has a chareacteristic of expert system and ranking assessment procedure is very friendly for end-users using instruments of MS WORD. It includes sufficient answers of paper initial question: "What is a new on New Terror Threats?" Here the necessary condition is a mastering of procedure titled "RANKING © 2011, designed by URBANek".
