This paper presents a framework for providing context-aware services. It supports the separation of services and location, so that applicationspecific services can be defined independently of any location information. It also provides a mechanism for loosely and dynamically binding the locations of users and physical entities and services for supporting the users and entities. These are useful in the development of software for context-aware services in ambient computing environments. We describes the design and implementation of the framework and two practical applications.
