The challenge for many organizations today is ensuring that information and knowledge are shared across businesses as quickly and effectively as possible. Developing Knowledge Organization Systems (KOS) should eventually support knowledge sharing and learning at collective level. When analyzing and planning information systems, two roles of KOS need to be considered: knowledge maturing and interoperability. Knowledge Maturing can be described as goal-oriented learning on a collective level. Interoperability is defined as enabler which leads to knowledge flow, cooperation and eventually to a reduction of transaction costs. In line with the knowledge maturing model, we assume that stabilizing and dynamic forces co-exist in all organizations which seek a dynamic equilibrium between further development and stabilization. We assume that identifying and measuring these forces will help in the effective development of KOS and consequently support planning and development of information systems. We suggest ways of measuring these forces as existing and anticipated connectivity between nodes in Digital Business Ecosystems.
