This work present a new tools for the developing complex systems which use fuzzy logic and neural networks technology. We propose a model, named IDEA, to build complex control systems from a biological origin. This model builds of block ANS linked by objects named Vinculos. I define also a high level description language. This tool eases the process of developing of this systems the final implementation by a software simulation or by a specific electronic circuit.
