The aim of this paper is to present a framework for developing intelligent agents that act in dynamic and unpredictable environments in a robust and efficient way. To achieve this objective, agents must be able to balance between reactive and deliberative planning. This paper emphasizes on the seamless integration of these planning techniques and on the smooth transition between reactive and deliberative planning in terms of agents' mental attitudes and agents reasoning capabilities. The framework is thoroughly explained and the behaviour of an agent that acts in the tile-world chessboard is examined.
