In this paper we present a process model for the requirements engineering of complex commercial off the shelf software (CCOTS). It describes a systematic way in which collected requirements can be brought to a concrete version plan for different products within a product system. The described process supports in particular the assessment of importance and uncertainty of possible requirement variations and the impact analysis of necessary requirement changes. Further it enables CCOTS providers to plan future versions in a flexible way.
