Abstract

AbstractElectronic Transactions over the Internet, particularlyusing the World Wide Web have become an integral partof economic life. Recently also the public sector hasstarted to use the new medium for its administrativeprocesses. This paper analyses several approaches toimplement an electronic voting system and discusses themwith a view to voter anonymity and protection frommanipulations.The paper then develops an algorithm designed toguarantee anonymity of the voter and to avoid the risk ofmanipulation of votes. The algorithm is based upon thestrict separation of voter registration and submission ofvotes, which implies that certain information has to bestored on a secure media. The paper discusses thesecurity criteria and possible implementation options forsuch secure storage.
