This paper is based on experience at the (US) Defense Logistics Agency Systems Design Center (DSDC) in developing and implementing a tool set and processes for remediation of the Year 2000 problem using the procedural approach. The problem and four general solution strategies are briefly described. DSDC's reasons for early focus on a "windowing" approach are discussed. The tools are discussed in terms of the problems they address and the degree of automation they can (and cannot) supply. A step-by-step process for mainframe batch COBOL, based on the tools, is summarized.
